Notification obligation for substances of very high concern

The SCIP database (Substances of Concern In Products) is an electronic database of the European Chemicals Agency (ECHA) containing information on Substances of Very High Concern (SVHC) in articles or in complex articles and was established in accordance with the Waste Framework Directive.

Information obligation for companies since January 5, 2021.

If companies supply articles to the EU market that contain a SVHC concentration of more than 0.1 percent by weight, the relevant information must be made available in the SCIP database since January 5, 2021.

The new reporting requirement is anchored in chemicals legislation and tightens the existing reporting requirement of the REACH Regulation. This is intended to improve knowledge of hazardous chemicals in articles and products throughout their life cycle.

SVHC at AVS Römer

Some of the AVS products may contain brass with a PB content of more than 0.1%. These have an unchanged high quality and may of course be further processed. There is only an obligation to inform. As an alternative we offer lead-free brass.

If products are subject to notification, they are already entered in the SCIP database. This makes things easier for dealers and manufacturers, as they can refer to the data already entered for our products. We will be pleased to send you the corresponding SCIP numbers for referencing or the "Simplified SCIP Notification" on request.

Background of the notification obligation

Since 2018, the amended European Waste Framework Directive has been in force, which has its origin in the European Action Plan for a more circular economy adopted in 2015. 

With the help of the information from the database, waste management facilities should be able to better sort and recycle products containing substances of very high concern. This should further improve the treatment of these wastes and reduce the overall generation of waste containing hazardous substances.

What is to be done for companies

Companies should first clarify whether they fall within the scope of the new regulation - i.e. whether they are a supplier within the meaning of Article 3 No. 33 of the REACH Regulation. If this is the case and if the concentration of an SVHC substance exceeds the threshold value of 0.1% by weight, the corresponding SCIP notification must be prepared.

  • Referencing as facilitation for manufacturers of complex products: Manufacturers of complex products can refer to already set data on the individual articles. However, this referencing option does not relieve the manufacturer of its own responsibility regarding the accuracy and completeness of the data. 
  • "Simplified SCIP Notification" as a facilitation for distributors: Distributors can also refer exactly to their supplier's dossier for products. The notification is then made by communicating the specific "SCIP" number of the supplier.
